The Pufftop Guards (Tenkai Soldiers in Japan) are the guards of Pufftop. Because it is so peaceful, they aren't very strong and apparently don't train much. They have appeared in every Legendary Starfy game. In the Game Boy Advance games, their outfits appear red, while in the Nintendo DS games they appear more pink.
Roles and activity
The Pufftop Guards serve under Papa Star; the king of the Pufftop Kingdom, to keep Pufftop peaceful. Four of them are normally seen in the Pufftop Palace together, except in The Legendary Starfy where the royal audience chamber is not shown.
In Densetsu no Starfy, a Pufftop Guard collapsed inside Pufftop Palace. Moe asks him if he was attacked by Ogura, to which he replies 'no'. He states that he was looking for the Pufftop Children. When Ogura acted violently and caused debris to fall, a Pufftop Guard with a full belt and official looking hat went to Pufftop Palace's royal audience chamber to tell Papa Star that Ogura had appeared in Pufftop.
He then ran off and Papa Star stated that they should prepare to fight, but that the Pufftop Children should be taken to a safe place first and foremost. When the Pufftop Guard approached the Pufftop Children, he convinced them to follow him but soon the Pufftop Children stopped following him and began to fight each other. The Pufftop Guard did not notice this, so he had lost sight of the Pufftop Children and soon Ogura appeared, beating up three Pufftop Guards. The Pufftop Guard joined in the fight, but they were no match for Ogura, so he concluded that he was too strong.
When the flashback ends, the Pufftop Guard promises that they will get a reward from Papa Star after the children are found, and this convinces Moe to find the children first with Starfy before battling Ogura.

In Densetsu no Starfy 2, a Pufftop Guard teaches Starfy the Shooting Star ability in Pufftop's Area 2.
In Densetsu no Starfy 3, at least one Pufftop Guard appears in Sea of Sky, with the role of searching for Old Castle. In Area 2, one of them expects Starfy to defeat the Mekkarabii to open doors. After Starfy successfully defeats all the Mekkarabii, he rewards Starfy with the Mirror Ball Extra.
The Pufftop Guards appear in Out on a New Adventure Fii!; the second chapter of volume two of the Densetsu no Starfy manga illustrated by Yumiko Sudō, where they are training by lifting sharp 'blade' like instruments. A Pufftop Guard shows Papa Star a paper that suggests his (or maybe their) schedule involves training all day, and Papa Star believes him, though it may be possible that he was lying, because the Pufftop Guards are stated to be unreliable in the games.
In Densetsu no Starfy 4, the Pufftop Guards are seen only in Pufftop Palace's royal audience chamber, where they act as gatekeepers.
On the File Selection screen, two Pufftop Guards are seen, where each of them stands by a file window. Upon copying a file, two Pufftop Guards are seen running about with brushes. Upon deleting a file, an explosion will happen and the Pufftop Guards will run across the screen, clearing up some debris with brushes.
In The Legendary Starfy there are two types of Pufftop Guards; 'regular' types, (known in the Japanese version as "Clumsy Types", ドジタイプ) and "Elite Pufftop Guards (Japanese: エリートタイプ, Elite Types). The Pufftop Guards are known to keep a guard's log, which presumably keeps a record of anything suspicious relating to the events of Pufftop.
An Elite Pufftop Guard made note of Pufftop's attack by The Terrible Trio in Note 6, and the note claimed that Pufftop was attacked at 0900 hours. A regular Pufftop Guard made note in Note 23 that Mashtooth's pirates are presumably much stronger than they had thought, but the note was not finished and was partly illegible, suggesting that he/she may have been attacked.
According to one of the messages on the Collection screen after beating the game, they are known to be sore from performing too many push-ups.
