Echigyoya is an old fish who is probably the leader of the Chonmagyo and Mijingo. In Densetsu no Starfy 2, he/she attempted to attack Starfy using his/her spiked shuriken throwing clones. In Densetsu no Starfy 3, he/she attempted to stop Starfy again by having his/her five Mijingo to attack him.
