Papa Star is the father of Starfy and Starly and the ruler of Pufftop. In Densetsu no Stafy 2 and The Legendary Starfy it is revealed that he and Old Man Lobber once defeated Ogura. Someday Papa Star is going to pass down his title of king to his son Starfy and he will then become the new ruler of Pufftop.
