The Pufftop Scholar is a character who only appears in Densetsu no Starfy 3. He only appears after defeating Ogura for the first time. He is an old, wise scholar resembling both a star and a starfish who wears purple robes, a purple scholar hat, and sports a large white mustache and beard. He is a cutscene exclusive character who does not appear in the Trading Cards.

In the first ending of Densetsu no Starfy 3, Ogura was severely weakened. Evil had previously altered the appearance of Ogura's final form to make him more powerful, giving him large red eyes, sharp teeth, metal claws and large spike-like features protruding from his back. Despite these adjustments, Ogura was defeated once again by Starfy. Ogura collapses on the floor, worrying Moe who believes he may have died like his father, Kyorozou; who sacrificed his life under Evil's lightning to save Moe. Altered Ogura rises up again while talking at the player but appears to be possessed by Evil, as evident in the way his pupils are no longer visible. Ogura soon collapses once again, but Evil is still around to cause chaos.

Starfy, Starly and Moe therefore seek the help of the Pufftop Scholar. In a lecture, he discusses the Evil Crystals, while explaining that the possession of all 42 Evil Crystals are the only means of defeating Evil. The Pufftop Scholar additionally makes a minor appearance in the true credits of Densetsu no Starfy 3, where he is seen with the Pufftop Guards, indicating he may be affiliated with them.
