Ruskel is a lion explorer that only appeared in Densetsu no Starfy 4 in Thousand Year Hill (Stage 7).
When Starfy, Starly and Moe meet Ruskel, Starfy approaches a glowing red crystal ball next to Ruskel which causes Starfy to vanish. This causes Starly to turn angry against Ruskel, until Moe stops her and catches her in his clam. The crystal ball actually teleports Starfy to Stage 7-1, where he has to escape by escorting Kujira Papa out of the area (who is blocking the exit) with the help of the three Kujira Children and three Bandotai.
