Okutoru is a lance enemy in Densetsu no Starfy 4, with thick metal armor, wielding two spiked ball and chains. It wears a golden helmet, heavy golden boots and a blue garment which it wears around its waist. It attacks Starfy and Starly by flailing around its ball and chain, or 'punching' them with it. Its helmet is decorated with a design like red Mohawk hairstyle. It does not move very fast, likely due to its heavy armor.
